Lucknow: The Citizen Charter issued by the Director of Education (Secondary) will be implemented in the offices of Shiksha Bhavan, Lucknow, from April 1, 2025. This assurance was given by Joint Education Director Dr. Pradeep Kumar, Deputy Education Director Rekha Diwakar, and District Inspector of Schools (DIOS) Rakesh Kumar to a seven-member delegation, including the organization’s Regional Vice President and Spokesperson Dr. R.P. Mishra, General Secretary Narendra Kumar Verma, State Minister Dr. R.K. Trivedi, District President Anil Sharma, District Secretary Mahesh Chandra, State Council Member Vishwajeet Singh, Treasurer R.P. Singh, and Auditor Alok Pathak.
Dr. R.P. Mishra, Anil Sharma, and Mahesh Chandra stated that the district organization has been demanding the timely resolution of cases in the education offices through the implementation of the Citizen Charter. With the Director of Education issuing orders on March 5, 2025, for its implementation, district office-bearers met with education officials to ensure its effective execution. They urged officials to prepare an immediate list of pending cases in the accounts and secondary education departments, and from April 1, 2025, register these cases in a new ledger for time-bound resolution as per the Citizen Charter.
Teacher representatives have also requested that, following the Director of Education’s instructions, the complete details of the Citizen Charter be prominently painted in large letters at the main entrance of the office for public awareness.
Regarding the notional pay increment benefits for teachers who retired between June 30, 2006, and June 30, 2015, the District Inspector of Schools assured that all received cases would be forwarded to the Deputy Education Director for further processing.

DIOS Rakesh Kumar further informed that after the allocation of funds from the directorate in this financial year, pending bills for all teachers will be submitted to the treasury for disbursement. He also assured that approval orders for the promotion pay scale cases of teachers in boys’ schools would be issued soon, and circulars would be sent to principals and managers of girls’ schools to submit their respective cases.
Additionally, the DIOS assured that all pending bills of teachers in the district office would be approved within this financial year and sent to the directorate for fund allocation.
